想了解一卷书，必须先了解其写作目的。罗马书的写作目的，跟罗马教会经历的四个阶段有关。
罗马的教会刚开始是清一色的犹太人；第二阶段有犹太人也有外邦人；后来革老丢做皇帝，把犹太人全赶出罗马城，以至于第三阶段的罗马教会，变成清一色的外邦人；接下来尼禄登基做皇帝，为了提振经济，便邀请犹太人回到罗马，于是第四阶段的罗马教会，再度有犹太人和外邦人，但两者之间的关系紧张。因此，保罗写这卷书信，是为了教导外邦信徒和犹太信徒之间，应该维持什么样的关系才正确。
